Luftfahrt-Branche drängt auf Aussetzung des EU-Katar-Luftverkehrsabkommens

Eine Aktivierung des EU-Katar-Luftverkehrsabkommens CATA wäre derzeit für Europa sehr schädlich und deshalb unverantwortlich. Im Marktumfeld der Pandemie sprechen sich Unternehmen, Gewerkschaften, Abgeordnete und die Vorsitzende des Transport-Komitees des EU-Parlaments, Karima Delli, für einen Aufschub aus. Die EU-Kommission muss nun auf diese breite Koalition hören und das Abkommen zumindest pausieren.
Hierzu erklärt die VC-Vorständin für Internationales, Maria-Pascaline Murtha: „Der Luftverkehr ist durch Covid-19 vollkommen unverschuldet in die schwerste Krise der Branchengeschichte gestürzt worden. Zu diesem absolut kritischen Zeitpunkt staatlich subventionierten Airlines aus Drittstaaten eine massive Ausweitung des Marktzugangs in Europa zu gewähren wäre unverantwortlich und würde unzählige Jobs in der Europäischen Union gefährden.
Frau Kommissarin Valean, bitte tun Sie das Richtige für unsere europäische Luftverkehrswirtschaft und ihre Beschäftigten und pausieren Sie das CATA-Abkommen!“
Hintergrund
Die EU-Kommission hat im März 2019 mit dem Staat Katar ein umfassendes Luftverkehrsabkommen namens CATA (Comprehensive Air Transport Agreement) geschlossen. Nach Ansicht führender Branchenvertreter würde die Grundidee eines Open-Skies-Abkommens mit Katar aufgrund der Covid-19-Krise derzeit den europäischen Interessen in Wirtschaft und Beschäftigung diametral zuwiderlaufen. Eine Aktivierung ist daher nicht angemessen. Laut Medienberichten (z.B. AIN Online) befindet sich CATA derzeit im Prozess der Finalisierung innerhalb der Kommission, anschließend müsste auch noch der Europäische Rat zustimmen.

Aviation sector pushes for putting EU-Qatar Air Transport Agreement on hold
Activating the EU-Qatar Air Transport Agreement CATA at this time would cause severe damage for Europe and would therefore be irresponsible. In the current market environment devastated by the pandemic, companies, trade unions, MEPs and the Chair of the EU Parliament Transport Committee all strongly recommend pausing the process. The EU Commission must now listen to this broad coalition and put the agreement on hold.
The VC board member for international affairs, Maria-Pascaline Murtha, explains: “Air transport has been plunged into its worst crisis in history by Covid-19, through no fault of its own. Granting state-subsidized airlines from third countries massively expanded market access in Europe at this absolutely critical time would be irresponsible and put countless jobs in the European Union in danger.
Commissioner Valean, please do the right thing for our European aviation industry and its employees and pause the CATA agreement!”
Background
The EU Commission concluded a comprehensive air transport agreement called CATA with the State of Qatar in March 2019. According to leading industry representatives, the basic idea of an open skies agreement with Qatar would currently be diametrically opposed to European business and employment interests due to the Covid-19 crisis. Activation of CATA is therefore not appropriate.
According to media reports (e.g. AIN Online), CATA is currently in the process of finalization within the Commission, after which the European Council would also have to approve it.
